yes there are pure freshwater puffer out there, fahaka, dwarf, red eye, red eye&redtail, mbu(giant puffer), arrowhead/mekong/pignose...mbu and others can possibly be mix...but the most aggressive are the fahaka and the arrowhead puffer, don't ever mix them...even their own kind, it is possible to mix them but its hard and not simple...if you want to mix them, do it at juveniles stage for both fish.

The Mbu Puffer from africa is the biggest freshwater puffer. well worth a look.

Dwarf puffers are freshwater, but small. There's a handful of other freshwater puffers, but most of them are shy ambush predators and will bury themselves. Figure-8 puffers are primarily freshwater in the wild, but don't do well in freshwater tanks. Brackish or fish only/fish with live rock marine tanks aren't too hard. The real complexity and expense of salt water comes with reef tanks.
