That's capitalism.Rich get richer, poor stay poor if not getting poorer.IMF and World Bank are in fact suckers. What they do is not helping but bullying poor people by mean of giving conditional loan to their coutries. IMF & World Bank stupid consultants who eventually enjoy the money from the loans through their enormous payment. The poor poeple get nothing.
