Who do they think they are fooling? That tape was staged. I have transported hundreds of inmates and I know proper restraining. That was no standard waist chain and the cuffs were just twisted up in the chain. NOBODY uses a collar device. Besides when the camera pans around you can see the flimsy stage they're using. This doesn't even rate a "nice try".
