It Is True Though. He Did Write It Because Of Isato Nakagawa. He Spent Some Time In Japan And Isato Showed Him Some Of The Styles On Guitar Such As The Vibrato Of Shakin The Whole Guitar

Don't quote me on this but I suppose it's a dedication to Isato Nakagawa , another great guitarist... It's just an assumption though, but I do think i'm right about that.
