Actually, the goal is to reach the centre of the galaxy, which is protected by some race which is allegedly similar to the borg (based on Will Wright's priniple of basing the creatures' social characteristics off races from Star Trek) From there you can finish the game or keep going with the 'no goal'

Well, if you're familiar with "The Sims" it's the same basic concept. Grow, be more social, and keep on bulding. I would consider the game officially BEAT when you have perfect civilizations on a lot of planets and you get REALLY bored with it. (which will take a long, long, long time)
