You can't have all the police in on this type of conspiracy, maybe senior officials in some areas at best, having that many people involved could not work. Just really curious - "Test Package" what the hell were they "testing"? The only thing I could picture, is small town and some Billy kid asking his uncle who is a cop.......

Anthrax were inside job too. Someone I know went to the local PD with a "test package" with SODA powder in it. Police chief who talked to him just didn't take it seriously at all, he asked if he was a congressman, he said he received a package with suspicious powder, yet the police did nothing to even insperct the package! That kind of "proves" that anthrax was an inside job.
