I know that there are a lot of people within the Disney organization that really don't like the company they work for. It's not the first time phallic references are implied with Disney, and I think some of it they do on purpose, some might be accidental. I know Disney is against illegal use of their imagery in China. I really am not a fan of Disney for many things, one example is they sued a pre-school in Southern California for a mural they painted using Disney characters.

i think they accidently made two left pluto arms and put it on his right because if you look the paw is backwards....so i give it a one....

If I had to guess, they changed it, because it's easier to maneufacture his arm straight rather than bent. That or just for laughs. :D
