Hm, not sure what there's not to understand. I'm just showing some creases that make a triangle. Halfway up that triangle is where you should fold the top point down to. Hope this helps.

The key point is to make a mountain fold out of the precreasing performed before. By folding the paper back along a fold that was previously a valley fold, you will swivel up the leg. While doing this, you will naturally have to go along the second precreasing step on the lower leg to flatten the model and complete the swivel. Hope this helps.
