what happens when the pattern says, YO twice? does that mean you wrap around the yarn twice?

I want to learn how to knit but there's no knitting course in the Philippines. I can see you give clear instructions and you do it well as you have a ready sample to show the result of the work. I will always come back here. What I need to do first is to look for available knitting needles I can use as honestly, I don't find any here in my place. You're such a great neat intructress.
