Yup. You just need a working GBA emulator (known on the computer as the "VBA"), and a working game (known on the computer as a "rom").

It'd be hard-to-get.And I'm still unsure if American GBAs/DSes/etc. can play Japanese games. 'Cause only American PS2/PS games can be played on an American PS2, unless you get some sort of hardware (I think) for the thing allowing you to play foreign games, like the TMM PS one...

Nope. Only Japanese.Although someone I know on another site claims Japan allowed her dad to translate the first game into English for her.
