Considering you can buy the from Apple too I would say you wouldn't need phone service. I am not too sure though. There is some special activation required for the iPhone.

Probably many people will ask this question, ..I already have a contract with T-mobil, but I would love to buy this iPhone just to use the Internet in hot spots like Starbucks, is it possible, or do I need to have an account (contract) to be able to use this feature? ..In other words, let's say: I don't have any cellular phone service, can I buy it and just use it to access (read) my Emails while I walk in Manhattan? OR does the iPhone need to be active throught a carrier (AT&T)? ..Thanks!
