here's another idea, if you can, get another 7002T then take the horn out, get another 9806, put that horn in, and wire the 7002T strobe to it.

Eddieeddieeddie13's 7002T sounded like a 9806. I have another request: if possible, try to make your Wheelock 7002T sound like a simplex 9806, but a skipping 9806.

You can try, but because it's electromechanical, the less power you apply to it, the less it'll be able to sound because of it. For instance, on 9v, this thing STRUGGLES to sound (it basically doesn't except for this tiny grunting noise).
