If thats the case, can you explain why @ 1:30 and there-after, the motion of the wheels are visually independently (perceived revolutions) and not in sync/fixed with the frame rate?

They are not SPINNERS. When you shoot rims at a high speed, the camera doesn't shoot enough frames to keep up. So the Rims spin in slow motion when watched.
