Yes, by the dictionary "elite" and "liberal" are both good things. But the issue is what these words have come to mean to the average person. "Elite" has become a pejorative because many people would define it as "an educated, intelligent, wealthy person who has little knowledge of the middle class, but looks down his nose at it...while insisting on public policies many in the middle class don't like".
