i think Heroes is a sort of loose allegory in many levels. so it won't actually be surprising if tht was meant to be a 9/11 allegory.

The idea of destroying New York in order to establish a twisted form of peace and unity was explored in the movie 'Fail Safe' & then further explored in Alan Moore's Watchmen.Personally I think Kring simply used this plot as a throwback to the Watchmen as opposed to a 9/11 conspiracy theory.after all, after 9/11 the Gov't was encouraging us to ignore the problems, stay scared, & keep shopping. So in a wierd way, Linderman had a more noble, yet frightening, outlook on this destructive event.

Just started watching heroes this past few days and thought exactly the same as you when got to that episode... Also got the first Pilot episode that was never on the air - which talked about a Islamic terrorist organization where a survivor 9:11 bomber had the nuclear power (as Ted)... guess they chose to be a lot more subtle instead...
