It does resemble the Yellow Submarine guys. I always like how Big Nose Guy starts laughing nervously when it doesn't work.

I am sure that's Paul Frees voicing him... that guy sounds like a character from "Rocky and Bullwinkle."

This looks a bit like George Duning's animation from Yellow Submarine, but not as polished; I think it was done by Fred Crippen and Pantomime Pictures (of "Roger Ramjet" fame).
