Sorry Marcos, but you are a little inaccurate. The prayer (Unetaneh Tokef) is said on both days of Rosh HaShanah (the Jewish New Year)as well as on Yom Kippur. The "Who" in question is not "death" but rather people destined to die. By the way, a later section of that prayer sounds as if it could have inspired "Dust in the Wind".

Not to be a nudnik here, but you are aware why Coil used this and what the lyrics are based on, correct? It is from the prayers on Yom Kippur detailing the decisions for the year to come. The 'Who' in question, is death. Just 'cause your a coil fan, I throw this in.
