"systematic misfiling" is when they're under orders to only help a certain number of people, and then the rest get shelved and ignored unless there's a convincing complain. It's standard in many government programs.

This CON-pensation system is being run by a bunch of CON ARTISTS and CROOKS. They will do or say anything to DENY benefits or MEDICAL care. They screw legitimate injured workers all the time. They Buy medical opinions from $PUPPY-MILL$Doctors who are paid to outright LIE about the injured workers physical condition. Then comes the $PUPPY-MILL$ physiotherapy program where the injured workers concerns are tossed into the trash. - then returned to work on painkillers to suffer further injury.
