He's just saying that he can hold his own in the south because of the facts that he stated. I don't think he was bragging about Delaware being a slave state. Hes just saying that he understands the issues in the south and finding common ground.

it was bragging but it was the taken out of context he was only stating that his state is one of the top ten states that that have the largest black population but i can see how this could be seen as braging about it. smooth move biden.... (-_-)

Joe Biden is a complete moron. His 1988 presidential campaign ended when he was accused of plagiarizing a speech by Neil Kinnock, then-leader of the British Labour Party. Biden also said racist comments about Indians.

This isn't bragging, it's merely stating his state isn't as liberal a state as being implied. The fact it has characteristics in common with southern states goes against what the interviewer is trying to imply.
